Professor Qin Zhou is a Professor and Doctoral Supervisor at the School of Public Administration and Policy, Renmin University of China. She holds the title of Renmin University “Outstanding Young Scholar”, and serves as a member of the Expert Committee on Social Affairs under the Ministry of Civil Affairs of China.
Professor Zhou has led numerous national and international research projects, including the National Natural Science Foundation Youth Project, the National Social Science Foundation Youth Project, a sub-project of the National Social Science Foundation Major Program, and the Australia-APEC International Cooperation Project, among others. She has published over 40 papers in prestigious domestic and international academic journals, such as Economic Research (经济研究), China Economic Quarterly (经济学季刊), Health Economics, Social Science and Medicine, and Health Policy & Planning. She is also the author of the academic monograph “Well-being and Social Equity Under the Integration of Urban and Rural Health Insurance in China” (《中国城乡居民医保整合下的居民福祉和社会公平》). Her first-authored paper, titled “Inequity Under Equality: A Theoretical and Empirical Study on the Benefit Equity of Urban Resident Basic Medical Insurance”(均等下的不公——城镇居民基本医疗保险受益公平性的理论与实证研究), was awarded the Eighth Outstanding Achievement Award for Scientific Research in Higher Education Institutions by the Ministry of Education of the People’s Republic of China.
Professor Zhou has long been dedicated to health economics research in the field of health security, covering areas such as equity assessment of equalized health insurance systems, evaluation of health insurance integration reforms, and health insurance payment method reforms. Recently, she has also expanded her research focus to the integration of artificial intelligence (AI) and mental health promotion. Leading her research team under the framework of “Mental Health + AI + Health Governance,” she promotes interdisciplinary collaboration and deep integration of industry, academia, and research. Her work aims to establish an AI-driven closed-loop management system for mental health, covering the entire process of screening, assessment, and intervention. This initiative seeks to provide systematic solutions for addressing the critical public issue of large-scale mental health promotion.
